It was stated therein that the game was announced ahead of time for February's Humble Monthly, which is a bundled subscription by Humbe Bundle that is similar to Loot Crate.

Moreover, fans who are interested in getting the acclaimed "XCOM 2" game can subscribe on getting next month's Humble Monthly, which is priced at only 12 US dollars. The source pointed out that for that price, it would mark the cheapest price the game has ever received. The game has never been sold for anything less than 30 US dollars on Steam.

Also, fans who purchase the Humbe Bundle that features "XCOM 2" can redeem the game via Steam. As such, the source even went on to convince fans that getting the bundle will already be worth every penny spent.
